Fourteen Departments Issued the Implementation Plan for Diabetes Prevention and Control

In a sweeping move to combat the escalating diabetes epidemic, China has charted an elaborate plan with far-reaching goals set to be achieved by 2030. At its core, the vision is to erect a seamless diabetes prevention and control system that fuses medical treatment with proactive prevention strategies. By this milestone year, the nation aims to see a remarkable transformation in public health awareness and clinical management. The diabetes awareness rate among residents aged 18 and above is slated to soar to 60% or more, ensuring that a significant portion of the adult population is well-versed in the risks and symptoms of this chronic ailment.

Simultaneously, the grass-roots standardized management and service rate for type 2 diabetes patients is expected to climb to 70% or higher, laying a solid foundation for comprehensive patient care. Crucially, metrics like the treatment rate, control rate, and complication screening rate will continue their upward trajectory, edging the country closer to realizing standardized and homogenized diabetes diagnosis and treatment practices. This push is not just about numbers; it’s about enhancing the overall prevention and treatment service capacity, curbing the early death rate due to diabetes, and effectively shackling the growing burden of the disease.

Diabetes, unfortunately, looms large as one of the four major chronic threats to the health of Chinese residents. It’s a silent but potent catalyst for a host of other health woes, given its propensity to trigger complex complications. These complications, which can strike vital organs such as blood vessels, eyes, kidneys, and feet, often culminate in disability and high mortality rates. The impact ripples through individuals, burdening them with daily health struggles, families who must shoulder the caregiving and financial responsibilities, and society at large, impeding economic and social development. It’s a multi-faceted crisis that demands an all-encompassing solution.

To turn this ambitious plan into reality, the program details a series of specific and strategic measures. First and foremost, the battle begins with risk factor control. A nationwide diabetes prevention and treatment education drive will be launched, aiming to arm citizens with knowledge about healthy lifestyles. This includes building a health-supportive environment, from accessible exercise facilities to nutritious food options, and zeroing in on key groups and locations for targeted diabetes health promotion. Next, the diabetes prevention and control system will be fortified, with a particular emphasis on solidifying the medical and prevention integration mechanism. This involves bolstering the capacity of prevention and treatment institutions, streamlining the referral process for hierarchical diagnosis and treatment, and ensuring seamless cooperation between medical and preventive services.

Screening and intervention are also pivotal. The intensity of diabetes screening will ramp up, with an optimized management model that not only detects the disease early but also closely monitors and manages its chronic complications. On the clinical front, efforts will focus on enhancing diagnosis and treatment capabilities, with strict standardized management and quality control systems in place, and an exploration of innovative diagnosis and treatment modes. Health management at the grass-roots level will be standardized and integrated with “three high co-management” strategies, while also harnessing the potential of new technologies. Traditional Chinese medicine, with its unique holistic approach, will be integrated to boost prevention and early intervention capabilities.

Comprehensive monitoring will provide real-time data on the diabetes landscape, allowing for efficient assessment of the disease burden and informed policy-making. Medical security measures will be enhanced to ease the financial strain on patients, ensuring access to essential diabetes medications. And finally, the scientific community will be galvanized to pursue major technological breakthroughs, accelerating the translation of research findings into practical applications that can revolutionize diabetes prevention and control. This comprehensive roadmap signals China’s resolute commitment to taming the diabetes epidemic and safeguarding the health of its people.
